INDIANAPOLIS, IN May 14, 2015 –– To provide member companies with unparalleled OFCCP compliance advice, Indianapolis-based nonprofit, DirectEmployers Association, has added the expertise of Joyce Morgan of Morgan Consulting Services, LLC to its OFCCP Compliance Advisory Team. Under the leadership of Candee Chambers, SPHR CAAP, DirectEmployers VP of Compliance and Partnerships and Affirmative Action, Joyce now joins a nationwide team of OFCCP compliance experts. With a 26-year career focused on Equal Employment Opportunity and Affirmative Action with the Office of Federal Contract Compliance Programs (OFCCP), Morgan’s extensive knowledge and legislative understanding make her a unique addition to DirectEmployers Compliance Advisory Team.

“Joyce’s long service within OFCCP at its highest levels gives her a unique and practical insight few OFCCP consultants can bring their clients in addition to access to many of the key decision-makers at OFCCP,” commented Bill Warren, Executive Director of DirectEmployers Association. “Her unique skillset complements our team’s expertise and will help members understand how to comply with OFCCP’s regulations that much more efficiently.”

Joyce Morgan began her career with the OFCCP in 1979 and quickly moved through the ranks to various management roles serving as Assistant District Director, District Director and finally Deputy Regional Director for two of OFCCP’s largest regions–Dallas, Texas and Chicago, Illinois. Her career progression placed her in a highly mobile position, allowing her to work in four of the six regions of the OFCCP. Joyce’s 26-year career path, coupled with her consulting practice, as well as the positive relationship she maintains with the OFCCP, makes her one of the unique consultants and an expert in OFCCP regulations and the Agency’s administration and implementation of the respective laws.

“I am honored to join DirectEmployers Association’s Compliance Advisory Team.” said Joyce Morgan, Owner of Morgan Consulting Services, LLC. “My practice will nicely complement Candee’s OFCCP compliance function built on excellence and functional expertise and her focus on OFCCP best practices and practical compliance solutions.”

DirectEmployers prides itself in having the best OFCCP compliance expertise and a complete understanding of federal contractor obligations, not only from an advisory role, but also from a legal and functional standpoint. By adding Joyce Morgan to the Association’s OFCCP Compliance Advisory Team, DirectEmployers now offers a three-pronged approach–education, practical compliance advice and legal consulting–to aid its Members to meet the often technical day-to-day compliance challenges of being a federal contractor.

Moving forward, Ms. Morgan will join employment law expert, John C. Fox, who previously helped run the OFCCP, and Candee Chambers, by participating in DirectEmployers’ Member-only quarterly webinars. Joyce will regularly contribute to the Association’s OFCCP compliance-focused blogs and will also present at DirectEmployers 2015 Annual Meeting & Conference on the growing topic of race and sex “steering,” and will provide practical tips about how to avoid these accusations by the OFCCP.
